The objective of the Clean Energy Smart Manufacturing Innovation Institute (“Institute” or “CESMII”) is to support U.S. prosperity and security, significantly advance manufacturing within the U.S., and contribute to the creation of the Manufacturing USA network. The vision for this Institute and other Institutes within the network is to help revitalize American manufacturing and support domestic manufacturing competitiveness.
The Clean Energy Smart Manufacturing Innovation Institute (CESMII) was awarded to the Smart Manufacturing Leadership Coalition (SMLC) under the U.S. Department of Energy (DOE) Cooperative Agreement DE-EE0007613. CESMII is a national network that brings together over $140 million in public-private investment and more than 200 partners from leading manufacturers and universities across 30+ states. The Institute will accelerate Smart Manufacturing (SM) adoption through the integration of advanced sensors, data analytics, platforms and controls to radically improve the precision, performance, quality, sustainability and energy management. CESMII’s goal is to create an enabling SM infrastructure and national delivery network of Regional Manufacturing Centers (RMCs) in the United States (U.S.) to transform energy productivity gains, leading to capture and growth of U.S. global competitiveness. The CESMII network is composed of five regions across the U.S.: California Region (CA), Gulf Coast (GC), Northeast (NE), Northwest (NW) and Southeast (SE) with headquarters located in Los Angeles, California.

1. US Manufacturing Plan
The Clean Energy Smart Manufacturing Innovation Institute (CESMII), hereafter referred to as the Institute, partners are committed to transforming the United States (U.S.) manufacturing market and increasing global competitiveness through the application of technologies that are developed under this award. The Institute and its members agree to preferentially apply the results from this institute to products manufactured in the U.S., by U.S. owned manufacturers, and to make accessible all Institute generated Intellectual Property (IP) to its members related to Smart Manufacturing (SM) methods and facilities funded by this award without exposing sensitive product and process IP.

2. Intellectual Property Plan
The Clean Energy Smart Manufacturing Innovation Institute (CESMII) is managed by the Smart Manufacturing Leadership Coalition (SMLC), and was established as part of the Manufacturing USA, under the U.S. Department of Energy's Advanced Manufacturing Office.
The mission of the IP Management Plan is to: (1) promote U.S. economic interests; (2) promote member’s economic interests; and (3) protect member’s proprietary information.
This IP Management Plan is intended to further CESMII’s mission by promoting a simplified approach to the reporting, management, sharing, and disposition of Intellectual Property (IP) among CESMII members. This IP Management Plan maximizes and optimizes the deployment of institute technologies developed through Institute projects or otherwise acquired by CESMII. The approach was developed specifically in response to industry’s need to rapidly access suites of IP critical to their successful commercialization efforts and the need to efficiently and widely disseminate Institute data, tools, and results to the larger research and development community.

3. Appendix A Cost Sharing Information
While it is not possible to explain what specifically qualifies for cost sharing in one or even a couple of sentences, in general, if a cost is allowable under the cost principles applicable to the organization incurring the cost and is eligible for reimbursement under an EERE grant or cooperative agreement, then it is allowable as cost share. Conversely, if the cost is not
allowable under the cost principles and not eligible for reimbursement, then it is not allowable as cost share. In addition, costs may not be counted as cost share if they are paid by the Federal Government under another award unless authorized by Federal statute to be used for cost sharing.

5. Proposal Guideline
The Clean Energy Smart Manufacturing Innovation Institute (CESMII) is established under DOE Cooperative Agreement DE-EE0007613. This document is CESMII’s guide for Roadmap Project Proposals. This document does not replace the DOE Cooperative Agreement. If there is a conflict between this and the DOE Cooperative Agreement, the Cooperative Agreement takes precedence.
The Project Summary should contain the following information:
1. Background: Discuss the background of project team, including the history, successes, and current research and development status (i.e., the technical baseline) relevant to the topic/technical area of interest being addressed in the Proposal.
2. Project Goal: Identify the targeted improvements to the baseline technology and the critical success factors in achieving that goal.
3. CESMII Impact: Discuss the impact that CESMII funding would have on the proposed project. Specifically explain how CESMII funding is necessary to achieve the project objectives.
